Your puppy is going to outgrow a vest harness pretty quickly, if the fabric is special to you I'd use another fabric for now.
An xsmall step in harness was the first harness Lola had, it was too big when I bought it, I don't remember when it started fitting but I don't think it really works for dogs under 4lbs, at 7lbs it still fits her.
