If you're making her stay after she already goes then she can't get the idea of why she's there in the first place. Reward her immediately with praise (or a clicker) after she goes and let her be on her way. If she goes off the pad, then tell her no and put her on the pad. I don't like spanking right at first because then they are afraid to go in front of you. Most of all, watch her like a hawk and bring her to the pad very frequently. It is really time consuming at first, but they do catch on quickly if you are consistent. If you are doing it correctly you will have lots of opportunity to praise and only scold occasionally.
