My Marcel get's his stuck sometimes, but it's usually after humping. Maybe see a different vet about it?
I think, though, that as long as it's in a "soft" position (ie, not erect), it should be safer sticking out at times. It's when it's erect and sticking out for a long period of time that things could actually get damaged.
