Default My 6yo depressed, not eating ... but it's been too long

My 6 year old Yorkies stayed with my sisters family in Canada for over a year while we had were traveling due to family emergencies. My sister has a Yorkie herself and she fosters dogs. So upon his return to our home, I had anticipated depression and not eating. However it's been a bit over 2 weeks, he's not really eating still, some days he will eat 1/10 of his food, some days half (I mix small pieces of treats in his food by the way). He loves his treats fine. So he eats just not his food. I'm weary of bringing him to the vet because they will just run a ton of tests that would cost me a lot when I'm pretty sure it's a matter of depression. What can I do????? Or is going to the vet the only answer?

I've tried even running with him to get him hungry and he would eat maybe slightly more that meal but again not much and I still have to mix in with treats.
