Here is the recipe, it says it makes up to 75 1 inch cookies:
2 eggs
1/2 cup canned pumpkin
2 tablespoons dry milk
1/4 teaspoon sea salt
2 1/2 cups brown rice flour *
1 teaspoon dried parsley (optional)
That looks like a healthy recipe, so if your dog tolerates milk, then I would just go ahead and use evaporated milk powder (like Carnation instant non-fat dry milk). If you can't find the Carnation milk powder, you can usually find powdered milk in the Hispanic food section or in a Hispanic grocery store (Nido is a common brand).
