I would pee pad train only if you can. My youngest one is 2 years old and under 2lbs, she is all pee pad trained - love the not worrying about her having to go outside - we live in a very wooded rural area. When we travel, just got back from a week to Key West, it is so much more convenient to have pads to put down for her then getting a leash & rushing outside.
