It might be a matter of your puppy wanting what your other dog has, or she might really dislike the Fromm. My boys have been on Fromm for years and like it more than any other food, but each dog is different.
I understand your reluctance to keep changing foods and offering alternatives that could encourage picky eating, but maybe a different food is the answer.
Looks like Victor has a puppy/all life stages formula. Might be something to consider. Or I would try to get samples of other foods and see if she takes to one.
