Hi and welcome to YT .

Don't ever rub his face in urine or hit him -- if you're doing that, you're making it worse, by far -- bc this just confuses him and will make him pee in *more* places where you cannot see bc he is now growing afraid of peeing in general...so he'll feel the need to do it far away from you, in hiding.

The only thing I can think of for you right now is the tethering method, and you'll probably have to do this for quite a while. Even then, some male dogs have a problem w/ marking their whole lives, and it's instinctual, so it's very tough for them to control.
