Is your boy mellow enough to try partial sedation? With older dogs my boss used to use a tranquilizer and do a scaling if they would allow us! In rare instances he would use propofol but a lot of times we were able to do at least a scaling with a tranquilizer....my Cassie had horrible teeth when she was older and we stopped using anesthesia when she was around 10. When I moved from NY to virginia I started scaling them myself because her vet wouldn't do it that way. I would maybe search Google and see if there's a vet in your area that has experience with small dogs in particular ....even older dogs. I hope you are able to find a solution soon!
