You have to try and stay on top of her. Every time she goes either pee or poop you need to be watching her so that you can tell her "no" in a stern voice and quickly pick it up. The same with the peeing mistakes. It's better to take her over to the pad and make her go so she is less likely to make a mistake. 17 weeks is still very young. I would compare it to a toddler that is potty training. Some days they will get it right and some days they're going to mess up. My boy was older when I got him (10 months) and I would follow him and make sure he wasn't eating poop. Lucky for me he didn't eat his own that often but if my older yorkie (who goes mostly outside) would poop on the pad then the younger one would race over and eat it. In my experience, constant repetition really helps and not allowing them the chance to have an accident. He's much better now. He still watches from a safe distance if the older one happens to use the pad and I would never leave them unattended alone together just in case the temptation is too great. Don't allow her to even have the thought that she can pick up the poop bc you have to get there first to tell her no and do it first. Good luck! It would be like giving up on a 2 year old that decides he doesn't want to use the toilet anymore and starts going in his diaper again.
