My Lola is a hardy soul and does not mind the cold or snow and tramps right through it but in this temp she wants to come back in side pretty quickly. It is definitely to cold to go for walks longer than like 10 min and any walk for a puppy that young is not good. Get a ball or toy and play with them inside. if they will not fetch get another person and play keep away or run around and get them to chase you, this will give them some exercise. Puppies normally don't need to "be" exercised, just being a normal puppy is exercise enough and a pup that young will sleep ALOT
