That's -13F. At that temp, I wouldn't take a young puppy out.
My ZoE will quickly run a lap or two around the backyard bundled up, but she won't stay out in it to sniff around. Heck, I don't want to be out in it! Any positive temperatures we go outside for a few minutes. She's potty pad trained, but loves to run outside.
