I think when they're holding it in the crate it's because they're trying not to pee in their bed so when they're out there's not much reason for them to hold it in.
When I was potty training Joel, he had a time where he would go anywhere so I kept him with me every second or in his tiny playpen by my side, and just took him outside like crazy. It was annoying at first but I noticed the longer he went without an accident the longer he started to hold it. Hope that helped
