25 dogs, pee pads through out the house hummm!!!! unless you have won the $500 million lottery, really, financially how can anyone keep up medically, keep 25 dogs groomed, meaning clean and not matted. Not saying she does not love all of them. Let me stop here. I say HOARDER. How many is one to many? I would say that would be what you can afford financially, medically, able to keep them clean, they have clean living conditions and you can give them quality time. 25 dogs lol is many to many.
