I wOuld imagine it depends how they handle the cold and if you are bundling them up. Really a puppy should not go for walks until it has had all of it's shots. My big yorkie would not go for a walk in really cold weather because she just dosent tolerate it well and only wants to be outside long enough to potty then get right back inside.
