Try giving Gia roaming freedom in smaller increments, instead of going from one small area to the whole house.

Depending on the size of the dog and the size of the house, the dog may not want to travel too far to get to the pad. As Ann suggested, maybe move the pad or put another one in the corner where she seems to be going.

Often these little ones won't want to leave an area to travel far and potentially miss something exciting. Or, even at 1 year of age, a small dog may not have developed as much control over their body and the ability to anticipate the need to go and time to make the trip. My boys developed at very different rates: Max had amazing control from the start, but Teddy took longer to get beyond a sense of urgency to piddle.

As for difficulty training humans vs the dogs -- I can relate. I never did succeed in training my dad to give the 'stay' command at the door.
