I agree with you on this one. His crime is right up there with killing or capturing and selling a killer whale or manatee. Stealing mass quantities of living coral is WAY worse than clear cutting a National Park such as Yellowstone(as an example). The trees would at least grow back to near normal after 50 years, the coral, not so much.
