Maybe try getting the harness and just placing it on the couch or floor and then do nothing. Then perhaps at some point, put the harness on Wally and again, do nothing. I wouldn't 'go after' him as he'll always win that battle, right?!! The next time you take him for a walk, perhaps you could go to a new territory and (I totally agree, jabber away to him about everything) and keep the walk very short--maybe just a block or two. I hope you can work it out because I find walking with Piper to be the best of times (we only walk once-a-day as a rule, for about 1/2 hr to hour).
