For sure...I think that is the issue...bad neighbors...and I do understand the incessantly barking dog nuisance. My former neighbors never made any attempt to silence/train their dog, so he would bark incessantly if any neighbor was in their own yard. Because of it, a neighbor, prior to us moving next door, poisoned the dog, but they were able to save him because they caught it in time. Very scary!!!
I do silence/train all my dogs. Neighbors have a right to be in their yard, talk, laugh, etc., without my dogs disturbing their peace. As I mentioned, Mia does fear bark...I think because she was alone as a puppy during the day in a possibly otherwise quiet house where she could hear strange sounds without a companion to model her behavior after, or seeing the source of the noise was a non-issue. I got her at 17 months old, and the behavior was set by then. This is why I try to make sure she sees there is nothing to fear, but, golly, there are more new sounds all the time...LOL. She is much better now, but she is highly excitable anyway...just her super bubbly nature.
There may be legal/ordinance issues because the neighbors should not, I would think, be 'littering' your yard or mal-treating your dog. Most noise ordinances are for nighttime hours. I hate to say these may be 'reportable' offenses because I don't think getting government involvement is a great solution. Maybe if the neighbors get to know Wallee and become friends with him...maybe rewarding him for being friendly with them. Of course, they would need to help or at least cooperate with the effort.
Such a sad situation.
