I think I would try not forcing him to go walking. Maybe if he sees you taking Summer out and enjoying the process he will start to think he is missing out on something.

Don't chase him to put his harness on. Be nonchalant, ask him if he wants to go, and if he runs away, say happily, "Okay, maybe next time," or something like that.

When you do take him out, be super patient. If he wants to stop, let him. Always keep your feet forward in the direction you want to walk. Wait a few beats and take a step forward happily saying, "Let's go!" If he doesn't move, don't be upset. Just stop and repeat.

If you talk to him a lot when you walk, try being almost silent. If you are usually quiet, try talking to him, pointing out interesting things on your walk.
Wallee does love being out back. The problem we have is that he is very very vocal. I have not been able to get him outside without barking and barking. The neighbors have caused a lot of problems over his barking including throwing things over the fence for him to get hurt on. The only time I am able to let him out is mid afternoon when he won't "disturb" anyone so that means that he has stopped going poop outside. He will go pee and I give him a treat to come inside quickly after doing so. I only walk him in the morning and at night an hour or more after he eats so he will go for a poop. Whenever he is outside in the yard, I am out there with him to see that he goes pee and then I bring him in. Occasionally when the yard is dry and it is mid afternoon I will stay out longer for he and Summer to run around a bit.
