My in-laws had that problem with their pom, and their vet told them to take an empty pop can and put some pennies and bolts inside and tape it closed. When the dog starts to bark, you shake it, give your stop barking command, and they can't stand the noise. Shuts them up fast. It does't hurt them, but it is a terrible soud for them. Now they only have to use the command and not the can.
