I used just such a paint a week before Christmas! It was a copper colored hammered texture Krylon paint. It would go great with your pulley!
I picked up a wrought iron plague thingy at a resale store. It has running horses with four hooks under them. As soon as I saw it I knew it would be perfect for my friend's horse barn to hang her halters and leads from. It was plain black. I sanded it and painted it with the paint, then a clear matte sealer. It looked great and goes perfect with all the old rusty tool decor stuff she has in her barn.
