Gosh, something is really wrong here - and I'd find another vet ASAP for this poor little guy. There is a reason for the smell, and he likely needs antibiotics or antifungals. His energy level is not normal. If he has an eye infection, he'll need a prescription for it...do you have one? This kiddo needs a full blood workup done, for starters.
