It sounds like early stages of labor. It is important that you put her in a area completely away from other dogs. She needs to concentrate on having her pups without worrying about other dogs bothering her. When my girls go into labor I put them in a quiet place and I will just sit and observe them. They will do panting and digging once the labor starts. I try to watch them without interfering. Once the hard labor starts and the momma is pushing really hard I watch closely to see if the puppy is starting to make an appearance. How long it takes really depends on the momma's size and the size of the pups inside her.
Once I see the puppy starting to come out I stay right with the momma so that I can take over once the puppy makes an appearance. I always cut the puppy's cord myself because it can be risky letting the momma do it.
