I'm shocked that didn't give you a better answer, I'm not sure from your description, if the anal sacs are swollen and this could be serious, or if it's just a lump/growth. Older dogs get "moles" and growths and most of them don't mean anything. If I were you, I'd call her and tell her you can't help worrying about it and wonder if she could give you more information, if she can't reassure that it's okay, maybe seeing another vet might be the answer. I really don't think it's all about the money, if it were, she would have suggested unneeded tests.
