A chip certainly might be helpful if the Yorkie were to get lost. I am not certain it would have helped in this situation...unless the dog had managed to escape the lady that 'swiped' her, then was found by someone else who took her somewhere that could scan for a chip.
This was a very weird situation, from the sound of it. I cannot imagine the horror the owner must have felt watching her Yorkie snatched by a stranger, and the joy in her heart now that she has her Yorkie baby back home with her.
