If you carry the pup with you in cabin, you wont be asked for a health certificate. Have vaccination records available, you may not even be asked to show them, but have them available. When breeders ship dogs, a detailed health certificate is required, which is factored into the shipping cost charged by breeders. My vet charges $150.00 for a health certificate required by the airlines.
