I would opt for one of the topknot gels made for dogs, like Pet Silk. Check Jenny's site toplinepet.com for it.

Hair gels and sprays, especially those made for humans, can cause serious eye problems, including corneal ulcers.

When my boys were puppies, I had to redo topknots many times throughout the day. I often just used water to slick back their hair into the bands. We still have to do this after play and wrestling sessions.
