I got my first yorkie when I was young and didn't know about the licensing. I took him everywhere and moved a lot and it was never an issue. Depending on the vaccine regulations here (if they except titers) will determine if I license. My dog is not going to be a big dog who roams the streets so I'm not worried. I have many friends who take excellant care of their dogs but do not license because of the vaccine demands.
