It sure sounds like he needs to be shaved down...trying to work out mats close to the skin is really hard.....and hurts them.
Satin is good for preventing matts but if they're as bad as you say....I would give him a nice short cut and keep brushing to prevent future mats....When they are puppies it seems they can mat easily.....Good luck !
