Depends on if you want him to learn to go outside to potty or use pads. Puppies need to potty very often, after they eat, sleep play... You must watch every move they make and no scolding if they have an accident in the house. Best thing to do is to keep them confined and not let them have free roam of the house when not being supervised until they are potty trained to go outside or use the potty pads. For several different reasons I use potty pads for my small dogs. Pups love to tear them up so if you choose that route then I would buy a pad holder or even use the washable ones until your pup stops tearing them up. Make sure your pup has plenty of room for food, water, bedding, toys and pad in the kennel you use or you will end up with a very messy pup. Praise your pup when he pottys where you want him too regardless of outside or on pad. I use two pads. I put one in their x pen and one in my dining room.
