It appears you have attributed a human motivation to your dog which is always problematic because your human emotions are then affected. The more likely scenario is that your dog enjoys playing chase because she is a terrier!
My dog is very aloof at times. He will not sit on the bed with me, he will not come when called (or if he does, it's very rare and only if he gets a treat!), he greets other family members more excitedly than he does me, too. BUT, like your dog, he watches where I'm at ALL the time and, as you've said above, you know that this means your Yorkie is very attached to you and loves you!
If you want her to come when called, try rewarding her with a treat each time so that is more fun than playing chase with you.
