this is my issue with my little Lucy. She's just over 16 weeks now and while she's good about going outside if there's no distractions, it takes very little to distract her. What makes is worse is that all the neighbors and neighborhood kids love her (I know, I know - that's a GOOD thing lol). So when I take her out, I gotta make sure the neighbors aren't around, that the kids don't see her, pray a car doesn't drive by, and pray other people cleaned up their dogs' poo in the grass sidewalk median area.
The best advice I could give is just be patient. I can remember going outside with Lucy for up to 15-20 minutes at a time every 15 or twenty minutes! It was stupid-frustrating. She's only now starting to have a slight modicum of control in being able to hold her bladder. She'll only go on a clean pad (or on the floor next to a soiled one) or she'll alert me that she needs to go out. Then again, she hates when I do anything not directly related to giving her attention, so it's hard to know when she's just barking cause she's a psycho diva or because she actually is alerting me she needs to go out.
