It is all about the genetics. The parents may carry genes for both smaller and larger pups. When the breeder does not know the ancestry of their breeding stock this kind of thing is more common. These dogs carry genes from many generations back. When you breed two dogs of uncommon ancestry the genes pool is so large that there is a huge amount of possibilities of what will be produced.
