I think clothes do cause additional matting.
My only advise would to keep your little puppy in a very very short cut while he is little. This way he won't need to experience so much hurtful combing and brushing. My pup died and cried and whinned whenever I went near him with a comb. I really felt that any attempt to comb him much (while he was so young) would just make him worse (this is why I cut him very short).
My pup's new hair is totally wonderful - and never matts (clothes or not). He is 6 months old with a wonderful new coat that is totally different and much more manageable than his puppy coat was. Hope this happens for you!
