You do not have to start with getting expensive tests. They might want to test for yeast but that's not normally pricey. They can give you a medicine for environmental allergies. My dog has environmental allergies but I never got expensive testing the vet just put her on hydroxyzine has needed. When hers act up though if she scratches to much she will end up with a skin infection. Itching can be miserable for them so I would wait a long time to do something.
