Welcome to Yorkie Talk. At the top of each forum (section), there is a blue button that says "New Thread." You won't see it when you are reading an individual thread. You have to be in the forum section.
Also, when you are new to the forum, your first few comments/threads are held for moderation and may not appear immediately. The moderation ends fairly quickly.
