All I can offer is an experience I had. It is embarassing, but here goes. Shortly after I got my pup, I was wiping his little behind for him because he was so young and his stools were soft. Anyway, I must have missed some and it dried and 'plugged' him up. When he tried to go, he appeared constipated and he strained and strained, and got upset and shook because he was afraid...poor little guy. The breeder happened by and I explained the situation and -here comes the worst part- the breeder said it happens alot with pups- and they then forcefully removed the dried up fecal matter. It was about an inch long and my little guy screamed and screamed. But he was all better and so happy after that and I made sure to firm up his stools, so that it all passes and doesn't leave some still inside.
The fact that this vet would not tell you what the problem was causes me to think your pup was also plugged, so they needed to have an excuse to charge you a fee, so they told you they did an enema. Anyway, that's my view.
