Welcome to Yorkie Talk. I am sorry your pup and you are facing this problem, and that the breeder is not willing to help save his life. Surgery is recommended for a confirmed shunt to give the dog the best possible prognosis. From everything I have read on YT, dogs who have shunts repaired have an excellent prognosis.

As suggested above, look into Care Credit. For surgeries like this one, payments can be spread over a couple of years interest free. The repayment terms depend on the individual vet's office.

As Carolyn indicated, rescues require surrendering the pup to them completely.
