Doesn't he come when you call him in? I don't see why running outside for just a couple of minutes would be a problem.
I'm in Michigan, ZoE has already been outside twice today and will probably go out once more before days end, even though she is indoor potty pad trained. I let her outside a few times so she can really run around and stretch her legs.
