It is, check out the info page on their site. They don't require a copy of cert from any other registry, no DNA testing, no pedigrees, nothing, not even a photo of the dog in question. Just your word... I could see dishonest breeders registering mixes as purebreeds (I've seen Yorkiepoos and Chorkies and the like look like full blooded Yorkies! Who would know?) and selling them for a premium. Not saying that all APR dogs aren't purebred, but without some kind of system to verify the dog's lineage/parents, I think it could happen.
