Default Puppies fighting

We have two female yorkie mix littermates, Tulip, and Tink. They are a year old and weigh about 2 and 2 and 1/2 pounds. The smaller girl has been aggressively attacking her sister. It's odd because they sleep together and mostly get along fine. When I take them out of thier cages, or outside or put them on the bed little Tulip ferociously attacks Tinky. She bites and bullies her all over the place. I tried to break it up last night and got bit on the finger!
I don't know how to stop this behavior. Tulip is my pretty little puppy and she is smaller than my wife's baby Tinky. My wife is not happy when my puppy attacks hers. They could get hurt.
Any advice about how to deter this behavior would be appreciated.
