Some times paw-licking is merely displacement/obsessive type behavior(like nail-biting, pencil-tapping, foot swinging in humans) from a bored or hyper, stressed, anxious or fearful dog and looking into and working to find his stressors and helping his psychological issues will help his need to constantly lick his paws.

Oh yeh I get Ya on that.....
Zoey will hunker down at first on her neck pillow I use to wrap around her and groom her head , and with her front teeth ..teeny tiny little " bite your fingernails" type nibbles she will start in before I begin! ON the pillow!..lol doesn't last long ....
