The only one or two things I can think of; instead phoning vets offices, why not do emails to them; many vets have websites etc, and yes I know that that is time consuming as well.
Second idea, when you walk her circle out from your neighbourhood, she might just recognize when you pass her home. And then maybe you can post notices on the lampposts and or a direct letter through the mailbox etc.
Local dog parks are another idea.
