That's what I thought too. I figured that if he were cold, he would curl up in a little ball. When I first brought him home, he didn't want to walk on the grass especially if it was damp. Now he goes out the doggie door to his little yard and walks out on the grass without a care. He comes in all wet and just as happy as can be. He goes out and just sits on the steps even when it's chilly. He loves the outdoors. Yorkies are definitely "quirky" little dogs.
