Code 35:55-5-2 A commercial pet breeder, which is defined as any individual, entity, association, trust, or corporation who possesses eleven or more intact female animals for the use of breeding or dealing in animals for direct or indirect sale or for exchange in return for consideration -
4 Okl.St.Ann. § 30.1(8)Cat or dog less than eight (8) weeks of age. Sell or transfer ownership, ship, directly or indirectly An administrative penalty of not less than One Hundred Dollars ($100.00) and not more than Ten Thousand Dollars ($10,000.00) for each violation. Each animal, each action, or each day a violation continues may constitute a separate and distinct violation.

Seller, Breeder or BYB can and should be reported if they INSIST puppy be taken at under 8 weeks old.
