I agree with lovespandap in that exercise is a huge help in may dog issues. If he is tired he will sleep better. It could be that in his previous life he was woken up often by the sounds of so many dogs in close quarters. That sets up an engrained sleep pattern that needs to be overcome.

If possible take him for at least two walks throughout the day making sure one of them is about an hour before bedtime. If he gets the exercise he needs he will rest better. Sometimes feeding before bed will help them to sleep better. An empty stomach at night can keep him awake.

Yorkies tend to get cold easily. You said you have him sleeping in a garage? He is going to get cold outside. That will surely keep him awake. Yorkies do not have undercoats like most dog breeds and they get cold very easily. Yorkies are not outside dogs. His crate needs to be inside in a warm area and he needs a nice soft bed and a blanket to cuddle up in. I don't think you would sleep will in a garage either.
