Yes they will hurt your dog. The shock hurt and it can do damage to there heart and other things. If they are not in a secure fence they should be going out only on leashes. Wireless fences and letting them run free with no fence can make it easy for people to steal them, for them to get hit by cars, for other animals to attack them and for them to get lost. What you need to do is train her not to bark if you can't do it or don't know how try a trainer.
