I am not a fan of wireless fences. They do nothing to protect your little ones as they will not keep other animals out.

What I did was purchase a chainlink kennel (check Home Depot or Tractor Supply) and I let the dogs potty in there. (My back yard is fenced, but I do not let my dogs out there unsupervised) As small as your dogs are, the kennel set up I have should give them plenty of run to romp and play (and, it contains the poo to the kennel - no searching the whole yard for it lol).
I rigged up several panels and made my kennel 12ft by 24ft. It's 6 ft tall and I have covered it with wire fencing and a fabric sunscreen because we have hawks here.

I know it's not cheap, but, it's worth it to keep your babies safe. Tractor Supply has the better looking/better quality kennels, but they are a bit pricey. On the other hand, they last for decades and are portable. Awkward, but portable.
