What is he licking? If he's licking and chewing his paws - then yes, it's likely allergies as that's the cardinal sign. More about allergies and what to do here:

As for goop - if he does have allergies, eyes can be more irritated. Could also be due sometimes to the food they're eating - so if there are no allergies, you may want to try switching to a different kind of food. What are you feeding now? If you want to switch, I'd choose a different protein source and carb source to see if there is a difference.
